Yes there is a problem working with this template as it seems to be overwriting some default values for ToolTip behaviour.

Regarding the Article Title and Action buttons. These are being affected by a strange piece of coding in your site CSS.
In jbcultivate/ccs/css.php there is a command for

span.hasTip {position:absolute; top:22px;}

I am not sure why you would have those settings in your CSS, but commenting out the lines will allow the component to render normally.
