Yes, you can.
This is not actually a function of Smart Content Manager, but our component obeys the rules you set out in the Joomla ACL (Groups and Access Levels). Using these Groups and Access levels you can control who can see, who can edit and who can create articles in any category. These controls can be used to set broad rules that apply to all Editors or Publishers, or you can create new groups, or apply rules to single users.

Whatever rules you set up, Smart Content Manager will apply them.
